V\u011bt\u0161inou jde ale o spole\u010dnosti poskytuj\u00edc\u00ed n\u011bjakou ve\u0159ejnou slu\u017ebu (dopravn\u00ed podnik, tepl\u00e1rna, p\u00e9\u010de o zele\u0148 apod.). Jednou z\u00a0v\u00fdjimek je pr\u00e1v\u011b \u010dernovick\u00e1 P\u00edskovna, kter\u00e1 poskytuje zcela komer\u010dn\u011b slu\u017eby obchodn\u00edm partner\u016fm, p\u0159ev\u00e1\u017en\u011b stavebn\u00edm firm\u00e1m. M\u011bstsk\u00e1 \u010d\u00e1st je jej\u00edm jedin\u00fdm vlastn\u00edkem a m\u016f\u017ee tedy \u010d\u00e1st zisk\u016f nasm\u011b\u0159ovat do sv\u00e9ho rozpo\u010dtu. Je to dar, kter\u00fd jin\u00e9 m\u011bstsk\u00e9 \u010d\u00e1sti nemaj\u00ed. N\u011bkdy ov\u0161em dar danajsk\u00fd.<\/p>\n\n\n\n<p><strong>Pijavice bere v\u00edce<\/strong><\/p>\n\n\n\n<p>Ve\u0159ejn\u00e9 vlastnictv\u00ed firem ov\u0161em nep\u0159in\u00e1\u0161\u00ed jen radosti, ale dost \u010dasto i probl\u00e9my. Ty se bohu\u017eel nevyhnuly ani P\u00edskovn\u011b. Zkus\u00edme n\u011bkter\u00e9 z&nbsp;nich zm\u00ednit.<\/p>\n\n\n\n<p>Pozoruhodn\u00fd je nap\u0159\u00edklad p\u0159\u00edb\u011bh firmy K-Eko. Jedinou jej\u00ed \u010dinnost\u00ed bylo a je poskytovat P\u00edskovn\u011b ur\u010dit\u00e9 slu\u017eby (v\u00e1\u017een\u00ed a myt\u00ed). Pomineme skute\u010dnost, \u017ee by si tyto slu\u017eby mohla P\u00edskovna zaji\u0161\u0165ovat sama. A vzhledem k&nbsp;d\u00e9lce trv\u00e1n\u00ed smluvn\u00edho vztahu by se j\u00ed vynalo\u017een\u00e9 investice n\u00e1sobn\u011b vr\u00e1tily. Dlouhodob\u011b uzav\u0159en\u00e9 smlouvy, prodlou\u017een\u00e9 v&nbsp;roce 2014 za podivn\u00fdch okolnost\u00ed tehdej\u0161\u00edm jednatelem panem Kub\u00edkem (v sou\u010dasnosti zastupitelem a kandid\u00e1tem za \u010cernovick\u00e9 patrioty), v\u0161ak vypov\u011bzen\u00ed smlouvy neumo\u017e\u0148uj\u00ed a za jej\u00ed vypov\u011bzen\u00ed hroz\u00ed vysokou pokutou ve v\u00fd\u0161i 60 milion\u016f K\u010d. Je to tedy takov\u00e1 klasick\u00e1 pijavice, kterou jsme si sami p\u0159ilepily, a te\u010f se j\u00ed nejde zbavit. Ot\u00e1zkou jen je, pro koho tato pijavice saje.&nbsp;<\/p>\n\n\n\n<p>P\u0159\u00edb\u011bh jej\u00edho vlastnictv\u00ed je toti\u017e nesm\u00edrn\u011b zaj\u00edmav\u00fd. Do roku 2016 je person\u00e1ln\u011b nav\u00e1z\u00e1na na n\u011bkter\u00e9 \u010dleny brn\u011bnsk\u00e9 ODS, kte\u0159\u00ed mimo jin\u00e9 p\u016fsobili ve spole\u010dnosti Brno New Station Development. Pot\u00e9 v&nbsp;roce 2018 z\u00edsk\u00e1v\u00e1 vliv n\u011bkdej\u0161\u00ed brn\u011bnsk\u00fd zastupitel za \u010cSSD pan \u017d\u010f\u00e1rsk\u00fd. P\u0159ich\u00e1z\u00ed rok 2022 a firma op\u011bt m\u011bn\u00ed majitele. Z&nbsp;ve\u0159ejn\u011b dostupn\u00fdch zdroj\u016f se daj\u00ed vy\u010d\u00edst vazby na majitele taxislu\u017eby a rozs\u00e1hl\u00fdch pozemk\u016f na brn\u011bnsk\u00e9m leti\u0161ti Michala Hork\u00e9ho.&nbsp;<\/p>\n\n\n\n<p>Ot\u00e1zkou z\u016fst\u00e1v\u00e1, pro\u010d si brn\u011bn\u0161t\u00ed a \u010dernovi\u010dt\u00ed politici museli zalo\u017eit dal\u0161\u00ed firmu, kter\u00e1 je p\u0159is\u00e1t\u00e1 na P\u00edskovn\u011b a kter\u00e9 se jde jen t\u011b\u017eko zbavit?<\/p>\n\n\n\n<p><strong>Lep\u0161\u00ed pln\u00e1 nebo pr\u00e1zdn\u00e1 \u201ed\u00edra\u201c?<\/strong><\/p>\n\n\n\n<p>P\u00edskovna vyd\u011bl\u00e1v\u00e1 v&nbsp;z\u00e1sad\u011b na dvou v\u011bcech. St\u011b\u017eejn\u00edm v\u00fdd\u011blkem je paradoxn\u011b vyu\u017e\u00edv\u00e1n\u00ed \u201ed\u00edry\u201c vznikl\u00e9 po t\u011b\u017eb\u011b p\u00edsku, a jej\u00ed zav\u00e1\u017een\u00ed stavebn\u00edm odpadem. Druhou pomyslnou nohou, na kter\u00e9 P\u00edskovna stoj\u00ed je vlastn\u00ed t\u011b\u017eba p\u00edsku. Z&nbsp;logicky v\u011bci je t\u0159eba firmu udr\u017eet v&nbsp;rovnov\u00e1ze tak, aby t\u011b\u017eba p\u00edsku otev\u00edrala nov\u00e9 mo\u017enosti pro ukl\u00e1dku. Sou\u010dasn\u00e9 veden\u00ed spole\u010dnosti ov\u0161em preferuje rychl\u00e9 zavezen\u00ed pozemk\u016f. To samoz\u0159ejm\u011b kr\u00e1tkodob\u011b m\u016f\u017ee razantn\u011b zv\u00fd\u0161it zisk, ale dlouhodob\u011b to vygeneruje obrovsk\u00e9 ekonomick\u00e9 probl\u00e9my. Ob\u00e1v\u00e1me se, \u017ee snaha o co nejrychlej\u0161\u00ed zavezen\u00ed P\u00edskovny m\u016f\u017ee b\u00fdt doprov\u00e1zena&nbsp;obrovsk\u00fdmi slevami a prote\u017eov\u00e1n\u00edm n\u011bkter\u00fdch firem.&nbsp;<\/p>\n\n\n\n<p>Na z\u00e1klad\u011b registru smluv jsem zanalyzoval 48 smluv, kter\u00e9 m\u00e1 firma uzav\u0159en\u00e9. A nesm\u00edrn\u011b m\u011b p\u0159ekvapilo, \u017ee pouze t\u0159i z&nbsp;48 maj\u00ed odli\u0161n\u00fd model slev. Zat\u00edmco ostatn\u00ed slevy jsou logicky v\u00e1z\u00e1ny na odb\u011br p\u00edsku (tedy odebere\u0161 p\u00edsek, zv\u011bt\u0161\u00ed\u0161 n\u00e1m \u201ed\u00edru\u201c, a t\u00edm n\u00e1m umo\u017en\u00ed\u0161 v\u00edc ukl\u00e1dat), tak v&nbsp;t\u011bchto t\u0159ech smlouv\u00e1ch jsou koncipovan\u00e9 slevy jinak (\u010d\u00edm v\u00edc doveze\u0161, t\u00edm v\u011bt\u0161\u00ed sleva). Nab\u00edz\u00ed se ot\u00e1zka, pro\u010d jsou n\u011bkter\u00e9 firmy preferov\u00e1ny, jak velk\u00e9 jsou tyto slevy a zda nehroz\u00ed zavezen\u00ed P\u00edskovny. Vy\u017e\u00e1dal jsem si od jednatel\u016f spole\u010dnosti dal\u0161\u00ed informace, ale dosud jsem je neobdr\u017eel.<\/p>\n\n\n\n<p><strong>Pozemky<\/strong><\/p>\n\n\n\n<p>Samostatnou kapitolou jsou pozemky, na kter\u00fdch P\u00edskovna hospoda\u0159ila \u010di hospoda\u0159\u00ed. Jen \u010d\u00e1st z&nbsp;nich pat\u0159\u00ed m\u011bstu Brnu nebo p\u0159\u00edmo P\u00edskovn\u011b. Krom\u011b toho zde najdeme velk\u00e9 mno\u017estv\u00ed soukrom\u00fdch vlastn\u00edk\u016f. Jejich z\u00e1jmem je logicky, aby na sv\u00fdch pozemc\u00edch co nejv\u00edce vyd\u011bl\u00e1vali. U t\u011bchto soukrom\u00fdch pozemk\u016f existuj\u00ed hned t\u0159i jasn\u00e9 z\u00e1jmy jejich majitel\u016f:&nbsp;<\/p>\n\n\n\n<p>Cht\u011bj\u00ed:&nbsp;<\/p>\n\n\n\n<ul>\n<li>co nejvy\u0161\u0161\u00ed pachtovn\u00e9 i z&nbsp;pozemk\u016f, na kter\u00fdch se net\u011b\u017e\u00ed \u010di neukl\u00e1d\u00e1 (tj. nep\u0159in\u00e1\u0161ej\u00ed P\u00edskovn\u011b \u017e\u00e1dn\u00fd zisk),<\/li>\n\n\n\n<li>na sv\u00fdch pozemc\u00edch ukon\u010dit ukl\u00e1dku, aby je mohli vyu\u017e\u00edvat,<\/li>\n\n\n\n<li>zm\u011bnit charakter pozemk\u016f v&nbsp;\u00fazemn\u00edm pl\u00e1nu (zjednodu\u0161en\u011b ud\u011blat ze zelen\u011b pozemky stavebn\u00ed).<\/li>\n<\/ul>\n\n\n\n<p>To by bylo v&nbsp;po\u0159\u00e1dku. Nen\u00ed v\u0161ak v&nbsp;po\u0159\u00e1dku, pokud tyto z\u00e1jmy zasahuj\u00ed do politiky a ovliv\u0148uj\u00ed ji. \u010casto se st\u00e1v\u00e1, \u017ee z\u00e1jmy P\u00edskovny jsou opa\u010dn\u00e9 ne\u017e z\u00e1jmy majitel\u016f pozemk\u016f. Pokud je n\u011bkdo na obou dvou stran\u00e1ch (jako tomu je v&nbsp;p\u0159\u00edpad\u011b \u010dernovick\u00e9ho radn\u00edho pana Jursy), nab\u00edz\u00ed se pochybnosti ohledn\u011b mo\u017en\u00e9ho st\u0159etu z\u00e1jm\u016f a ot\u00e1zka, zda takov\u00fd \u010dlov\u011bk jedn\u00e1 sp\u00ed\u0161e ve prosp\u011bch sv\u016fj nebo ve prosp\u011bch P\u00edskovny.&nbsp;<\/p>\n\n\n\n<p><strong>Co jsme d\u011blali my?<\/strong><\/p>\n\n\n\n<p>Za na\u0161eho p\u016fsoben\u00ed na radnici jsme si byli v\u0161ech t\u011bchto probl\u00e9m\u016f v\u011bdomi a sna\u017eili jsme se je \u0159e\u0161it. N\u00e1mi navr\u017een\u00fd jednatel, pan Smr\u010dek, se postaral o ze\u0161t\u00edhlen\u00ed obchodn\u00edho veden\u00ed a orientaci na budoucnost. Zavedl ji\u017e v\u00fd\u0161e zm\u00edn\u011bnou slevovou politiku, kter\u00e1 m\u011bla zajistit odb\u011br \u010dernovick\u00e9ho p\u00edsku, a zam\u011b\u0159il se na lep\u0161\u00ed prodejnost t\u00e9to komodity. V&nbsp;pl\u00e1nu bylo nap\u0159\u00edklad po\u0159\u00edzen\u00ed my\u010dky p\u00edsku, kter\u00e1 by razantn\u011b zv\u00fd\u0161ila jeho prodejnost. Pe\u010dliv\u011b jsme projedn\u00e1vali obchodn\u00ed modely i mo\u017enosti dotac\u00ed. Na my\u010dku se n\u00e1m poda\u0159ilo z\u00edskat dotaci v&nbsp;\u0159\u00e1du n\u011bkolika milion\u016f, ale mezit\u00edm do\u0161lo k&nbsp;na\u0161emu odvol\u00e1n\u00ed a nov\u00e9 veden\u00ed se rozhodlo ji nevyu\u017e\u00edt.&nbsp;<\/p>\n\n\n\n<p>Je jasn\u00e9, \u017ee z&nbsp;\u010dty\u0159let\u00e9ho pohledu volebn\u00edho obdob\u00ed je nejpohodln\u011bj\u0161\u00ed neinvestovat, nic ned\u011blat a jen zav\u00e1\u017eet. Zvl\u00e1\u0161\u0165, kdy\u017e m\u00e1te jednatelsk\u00e9 odm\u011bny nav\u00e1zan\u00e9 pouze na zisk.
